[Chapter-delegates] Tactical and Financial Plans

Dear Delegates,

As we finish up the first round of content for the Chapter Handbook,  
there are still a few pieces we are hoping to get from Chapter leaders.

In particular, we are looking for examples of "tactical plans" and  
"financial plans", both of which are documents that are required  
during the start-up phase.

If you have a copy of either or both that you believe would serve as  
good models, please send them along.
