Hi,
Thanks a lot to Franck for raising this issue.
ISOC France is indeed opposing a French draft law currently discussed
before Parliament. This draft law is known as the "HADOPI" draft law (for
more details, see here:

It is similar to another piece of legislation now thanksfully defunct
which was voted in New Zealand (Section 92A of the Copyright Act). It
intends to give an administrative body the power to cut off the internet
connection of users (both individuals and business) on the basis of
allegations of copyright infrigements.
ISOC-ECC, the Coordination of the European Chapters, and indivual European
Chapters have been of great assistance on this matter. Copyright issues
have also polluted the voting of the updated version of the so-called
Telecommunication Package at the EU level (a global legislative framework
for the telecom sector) and they made a significant contribution to the
debate.
Alas it now seems more than likely that the Hadopy draft law will pass in
France.
So ISOC France is now working on the next step, with other French
organisations, including the main consumer group in France and La
Quadrature du Net which some of you may have heard of.
Considering other Chapters may be faced with similar regulations soon,
Isoc HQ is also keen on investigating this matter. It is great news!
We hope that it will all come to fruition and that other Chapters will
benefit from our (InternetNZ, ISOC France and others) experience.
