[Chapter-delegates] Chapter Events funding programme - "Live"

Dear Anne and All,
This is really a good news that will make all chapters happy.
We discussed years ago the need of an open funding process that helps 
chapters in their events other than the ISOC Project Funding.
I invite all our colleagues to adhere in this process that will 
reinforce really their participation at local level.
