The other factor that drove the decision - at least in my mind - particularly with the Stimulus
topic in mind, that the list would welcome interested non-chapter delegates, and even non-ISOC
members, such as Lou Klepner of the NYC Community Fiber Project, who is actively pursuing 
Stimulus funds. Susan Estrada of firstmile.us has also joined.

I am sure that the active members of Global chapters will be keen to join, and are welcome. I had more in
mind the many lurkers, and I am sure they are there, some with possibly limited bandwidth/language
skills.

Some of the suggestions made in the meeting yesterday definitely do apply on a global scale, like
the idea that ISOC itself might apply for funds to create digital literacy materials, or to provide
IPv6 awareness speakers to the chapters.
