Is it a good idea to propose to the Internet Community to define an
"Internet Ius Cogens ( also known as Jus Cogens ) as permeptory norms
related to content online ? If there is a debate to draw up at least a
minimal list of universally harmful content such as at least or e.g. content
justifying slavery or genocide or advocating terrorism ?
