[Chapter-delegates] ISOC Chapters and Members meeting in Hyderabad, India - CHANGED Details

Isoc Ecuador will participate with Ana Sanchez who is traveling now to 
Hyderabad.

Due to this change It will be important some extra coordination with some 
delegates that are traveling right now and maybe not aware of change
