[Chapter-delegates] Internet Society is now a network on facebook

Franck,

that's from its inception the way Facebook works. It defines a "network" 
through an email address.

That's why we have formed an ISOC group and several ISOC chapters groups 
in Facebook. They are not automatic, as a "network" is, but they leave it 
to adminsitrators to decide what policies to apply for membership.

For the use of Facebook we will be better served by groups.
