It fits in matching at least one meeting  that chapter delegates would 
like to attend to. Which one ? Let's ask them !

It fits in grouping some of these meetings  in one major workshops event 
(what INET did at the time). Would'nt some of those guys want to be a 
partner with ISOC ?

It fits in offering a  platform  to present the Sphere project works 
(Chapter delegates might like that) ,  Chapter's works and some other 
projects that could be identified by the Chapters with the help of ISOC 
staff (and the winner is...)

Why should we go to the CESAR's Palace. Could we find something that 
would look like an affordable compromise ?  All depends on how many 
persons will attend !
