[Chapter-delegates] INET Meetings - Global INET 2011 and beyond

There has been much productive discussion on this topic - it is great  
to see this level of debate and interaction. I'm responding to a  
slightly older posting by Fred.

And Veni has subsequently set up a mailing list and invited folk to  
join.  I would however, suggest that the discussion takes place in  
the context of the Sphere project and is convened as a Sphere  
Project. There appears to be sufficient interest from chapter  
delegates to warrant a discussion taking place given the number of  
delegates who have contributed to the debate thus far.

In discussing whether or not to have a global INET in 2011 or  
beyond,  I think it is essential to clearly express who the target  
audience is and what the purpose of the conference would be.   As I  
think Frederic pointed out, ISOC's current direction set by the  
Board, in response to feedback from stakeholders is to regionalise  
the INETs.  They are very effective in places like the Pacific  
Islands (organised by PICISOC) and in the LAC and African regions.  I  
think it would be valuable to poll those stakeholders in any  
discussions.  One takeaway from the IGF is that an in-country  
approach is most effective. So, depending on the purpose of the  
INETs,  it may be worth giving some thought in the debate to a  model  
for in-country INETs.
