[Chapter-delegates] ISOC-AU in Sg and Th next week

Fred,

you know as I do, that yes the page is out of date, and ISOC staff is
fixing this issue.

When I came on the ISOC board 2 years ago, my first work/presentation
was to show ISOC HQ does not know its chapters. It has improved, we have
better participation on this list, but it is not where it should be.

Also, nothing sinister, but a lot of point of contacts at the time were
not good. I think Anne moved recently a few chapters back to Chapters in
formation as there is no leadership in these chapters.

Also, I think the whole board of any chapter should be member of this
list to ensure continuity and redundancy.
