[Chapter-delegates] ISOC-AU in Sg and Th next week

Hello Alejandro,

If Dopplr is the most appropriate tool, let's all use Doppler.

Suggestion:  Each chapter has a chapter Dopplr account to publish
Chapter events ?  ( I Don't know if this is a feasible suggestion in
the context of Dopplr's features )

Each chapter delegate takes up an individual Dopplr account and sends
a mail to the chapter delegates mailing list to connect to follow
chapter events and fellow isoc delegates' travel plans.
