Personally I think that is a good idea.

You have also seen that I am going to work with you , the Chapters, on
Disability work. And I am at every IETF. So I'd love more contact with the
local ISOC Chapters and we can then discuss things in person and also
understand and learn from each other.

Before I was working for ISOC (being an IETF crowd), I hardly paid any
attention to the ISOC Chapters. But now as ISOC, it is more and more clear
how immensely valuable the Chapters are.

So if there is anything  that improves communication between and with the
chapters. I fully agree with that notion.

Regarding personal visits and communication between 
ISOC chapters...

I have been working on a proposal to be submitted to this 
round of ISOC funding (due early June) on this issue.

It seems to me that several activities, that would take little 
funding or personnel time from ISOC Hq, could be of great 
value to ISOC chapters.  In addition, I suggest that these 
activities could be of value also to the IETF.

The DC_ISOC (Washington DC) ISOC chapter has conducted a
few experiments over the past five years to test these ideas.

In brief:

 -  Encourage IETF engineers and their companies to reach 
    out to ISOC chapters when they travel.  This would involve
    setting up a system to that an individual traveler could
    easily notify destination ISOC chapter officers of his travel
    and when he might be available.  While it might be possible
    to attend a schedules chapter meeting, just offering an
    informal meet-up for coffee or a meal could be valuable for
    local chapter members.

 -  This would involve frequent reminders to the individuals 
    and to their companies, also to ask IETF employers and
    ISOC corporate members to support this activity.

 -  Invite IETF members to visit the ISOC chapter in their own
    location.

 -  Encourage and assist ISOC chapters to host local
    activities in association with IETF triannual meetings.
    (Afterthought, to avoid flames, by "triannual" I intend 
    "three times per year".)  These could involve hosting 
    local tours for ISOC attendees and their families.
    Several years ago, the DCISOC chapter conducted
    special VIP tours of the U.S. Capitol building when
    the IETF meeting was held in Washington DC, the
    tours were well attended and successful.

 -  Also in conjunction with IETF meetings, invite local
    ISOC chapter members (and local people who should
    be chapter members, such as teachers, students,
    local Internet-related workerrs) to attend IETF
    meetings as observers.  This would need careful
    control, but the effort could contribute both to ISOC
    chapters and to the IETF.

I expect the labor for the above to be contributed.

I have more volunteer work than I can handle now, anyone 
who would like to help with this effort will be welcome.

Are these thougts worth pursuing?

It is a good trend, travelling ISOC chapter officers asking for details of
local meetings and event to attend.  Perhaps we should think of a system
similar to that adopted by Rotary International to "rightrully" attend
sister chapter meetings...
