[Chapter-delegates] ISOC Elections result

In my opinion, chapter from developing countries must work on getting more
resources in order to allow them to attend to some meetings. We need to have
more activities, more visibilities, more members, etc...
This could be one of subject for next chapter meeting or forum. Remote
participation could also help.
