[Chapter-delegates] wiki chapters

All,

I have added on the left side when you are logged in, the last modified
pages. It will help you find what is recent following an announcement.

I also added the possibility to add a dopplr badge on any wiki page. I
have added mine on:
http://wiki.chapters.isoc.org/tiki-index.php?page=Sphere+Participants

Not sure it is the best place to put all the dopplr badges, but they can
be moved to a more appropriate page later.
