I agree with both Veni's points here. 

The new ISOC initiatives will, hopefully,  have matured into concrete proposals that
will need to be sold to the rest of the internet community by this time. A global INET
would be an appropiate forum.

ISOC-NY certainly does not have the money to send a rep to Dubai.

btw I note that PIR just announced raised prices.
