[Chapter-delegates] Arthur C. Clark and ISOC

Hi folks

It's great to see so much interest in getting this tape digitised.  
Unfortunately ISOC does not currently have a copy of the tape, so we  
are certainly keen to get a copy that we can link to from our main  
site as soon as possible.

There seem to be quite a few offers of help coming in. I don't want to  
get in the way of any action that is happening already, but please let  
me know if there is any assistance we can give.
