[Chapter-delegates] site blocking in Armenia

There's a state of emergency in Armenia, established by the 
President. Under such unusual circumstances, obviously they are 
making moves, which are not usual. I am sure that ISOC-Armenia will 
come out with some kind of a reaction to your questions.
