[Chapter-delegates] press release to be sent shortly

Hello everyone

For your information I have attached a press release that ISOC will  
soon be distributing about the memorandum from the Internet technical  
community stakeholder forum at the current OECD Ministerial meeting in  
Seoul.

Please note, this release is not in the usual ISOC format. In fact, it  
is not strictly speaking an ISOC release. Rather, it is a release from  
the joint community participants.
