[Chapter-delegates] Fw: ISOC comments on Improving Institutional Confidence

Thanks to all of you who provided comments.  All were useful, and I was able to work many of them into the final product.  Some arrived past the time when it was possible to work with them if we were to meet the ICANN deadline, which I know to be firm.  In the next few days I will reply to specific points that I found more difficult, to let you know my reasoning, etc., and then we can discuss further if you're interested.

Next steps will be a series of regional meetings ICANN is planning, a new paper from PSC taking the comments from this round into account, dollowed by a longer comment period on that draft.  We will have time to study the results and work up subsequent contributions on a better time line.
