[Chapter-delegates] press releases on disability issues - real timetext project

Hello Cynthia

I'm terribly sorry about that. I'm embarrassed to admit that I was  
unaware the method I used to create the files does not produce  
accessible PDFs.

I'll be sure to avoid that in the future.

Here are the documents again in plain text format.

Thanks also for all of your help in preparing this main release.
