[Chapter-delegates] Translators Required

Hello Frank Martin,

Joly McFee has identified reasonably good translation engines in the process
of working on the One Web Day web. May be some of these engines could be
explored to make the task of translation easy.

Also, Google translate might make a hard to read machine translation which
may be easy to edit for a person with knowledge of grammar and semantics and
make his or her task of translation easier and quick.
