The following application for a Chapter in the Comoros has been 
received. It is being sent to this list for peer comment and review.

Please note that the Chapter is not yet formed and has not officially
been recognised by ISOC.

If there are people on this list that know the individuals proposing to
establish the Chapter, feedback is especially welcome.

The period allowed for comments is 2 weeks and the deadline is August 4, 
2008.

CHAPTER APPLICATION

A. Proposed name of the Chapter

The proposed name of the chapter is: Isoc-Comores, Chapitre comorien de 
l'Internet Society.

B. Community of Interest the Chapter will to serve

The Chapter will act for promotion of Internet and new technologies in 
Comoros islands.

C. Purpose and Scope of Chapter

- Promote the presence of Comoros and Comorian culture on the Net by 
creating and publishing websites for the communities.

- Encourage exchanges and discover of Internet by organizing events such 
as "Fête de l'Internet" and by animating conferences, debates around the 
topic of Internet.

- Promote and teach the usage of Internet for all, by publishing a 
visual guide of Internet, creating radio and tv emissions.

- Encourage the usage of Internet by women, by giving special attention 
to them in our communications, events and publications.

- Encourage the usage of Internet by entrepreneurs, by creating 
professional directories for comorian entrepreneurs on Internet, and 
helping the chamber of commerce to promote the usage of Internet for 
their members.

- Help government be aware of the usage of Internet in Comoros by making 
regular statistics and publications.

- Give recommandations and feedbacks from the Internet users to ISP in 
order to improve the quality of Internet in Comoros.

By gathering different actors interacting with Internet in Comoros, such 
as government, private enterprises, isp, education, civil society; by 
creating the conditions for free expression, free proposals, and by 
giving the opportunity to learn with other chapters of the Internet 
society in Africa and in the world, a chapter appears to be the best way 
to reach these goals. I believe that together we'll be able to make it 
possible.

chapter with at least 25 founding members.

convied to join the Chapter. Our main purpose is to have as members and 
supporters of our Chapter persons coming from the different sectors that 
may be concerned by Internet, such as government, isp, education, civil 
society, etc. This is the way to get different points of view and to 
better work for the improvment of Internet in our country.

F. List of Requirements

The requirements for creation of an organization such as a chapter of 
Isoc are:

- Four (4) copies of the bylaws of the association.
- Four (4) copies of the transcription of the first meeting.
- Fees: 10.000 FC (about 32 USD).
