If the ranking is Very important to least important, then the logical points
are:
Bring down the price of Internet Access
Improve Bandwidth and improve connection speeds
Foster competition among ISPs
Gurantee Freedom of Expression
Enable E Government
Use Free and Open Source Software
Introduce Internet-related education at primary schools
Introduce Internet-related education at high schools
Connect all the Universities in one network
Control ISPs by enforcing the licencing system and other measures
Allow ISPs to operate freely by removing all restrictions
Ensure privacy for the users
Ensure anonymous access to the Internet
Build free wi-fi network in the cities
Provide as many licenses for mobile operators as possible
Ensure Cybersecurity
Prevent ID Theft
Preserve moral values by prohibiting pornography etc.
Make it difficult for Terrorists and Extreme Groups to use the Internet
Fight Spam
Improve connectivity in rural and remote area
Pay attention to the impact of ICT and the Internet on human health
Pay attention to the Negative impact of ICT on the environment
