[Chapter-delegates] Translation

In the case of Louis's entry on the wiki, although not a French speaker
I was able to take a machine translation and bash it around into idiomatically
correct English without too much difficulty. I picked up an additional point
or two from the report.

As he joked, he could do well to re-translate my text back into French!

But his rewording of my effort gave me additional insight and I was able
to make it more accurate.

But I think therein lies an informal collaborative method of sorts - speakers of a language
take responsibility for translation into their own language via reshaped machine
translations  which can then be verified by retranslation in the reverse direction.

The tikiwiki seems an ideal tool for this.
