[Chapter-delegates] Translations on the wiki

the instructions, if it is still confusing, come back to me.

But in short, create a new article, which is the translation of the
original, make sure you select the right language on this new article.
When done, click the globe icon to associate it with the original article.

For Louis article, for instance, I had to fix the language, because it
was set as English, while the text is in French, so when you create an
article make sure you select the correct language.

Also I categorised his article as ISOC-Canada Quebec, so like this it is
easy to find articles related to to each chapter.

On:
http://wiki.chapters.isoc.org/tiki-read_article.php?articleId=65

You can see at the bottom, the category and the language of the original
article.

So now that we have the original article correctly done, we can create a
new article in English, select the English language and categorise it as
ISOC - Canada - Quebec. Then click on the globe button, and associate it
with the article in French from the drop down menu: voila!

Give it a try, if it fails, I'll come to the rescue.
