[Chapter-delegates] Proposal correct

I think, ISOC should priviledge for chapters, groups that can meet 
(get-togethers) and discuss about local Internet issues.

My suggestion, is to leave it open to chapter by cities, countries, 
municipalities, special-interest or other groups.

In Switzerland, we never had a country basis chapter but city, Geneva 
chapter.
