I just checked at the NTIA web site, and there are much more 
responses, including from ISOC - Italy here

There are many more, including goverments, ccTLDs, and others. My 
suggestion is for all of us to take a look at them, before continuing 
this discussion. It is good to note how different chapters unite there.
