Any change to its progress is important. ICANN should further expand its participation with the various countries and regions. Nothing that has a sense "monopoly" is subject to grow and move forward, because it tends to stagnate.
What needs to change is undeniable, but it would be more important than anyone in the international community ceases to participate.
ISOC, for example has a chapter on each country, because there ICANN do the same, or use in an agreement the Chapters already established by ISOC.
There is no better thing that every other community to show its own reality and not just a chosen group, often without a majority consensus.
