I would add that they mentioned the ~41,600 base stations would serve
approx. 150 individuals each.  This means that the system as a whole
would serve about 6m people when complete.  This is important in my
view because it means that the total cost of the project is just under
$100 per person served to build.  A significant threshold to cross.

My $.02:  I think that the proposal sounds very solid.  I would
propose one change.  That is in more dense areas, I would install a
higher capacity base station and then connect wi-fi substations to
spread this bandwidth throughout the area; instead of using multiple
'cheap' base stations to cover the same area.  One of their diagrams
alluded to this but it was not laid out specifically.  Although it
would raise the cost of the one sat-link base station, it would lower
the overall cost to serve a greater area (where density was
appropriate).
