One would think this would be the kind of thing the World Bank should fund.

The Pacific is unique in terms of land mass to area - it's just not
feasible for them to finance their own satellite. 

Question: Does wireless always have to be line-of-sight? Can you not bounce
it off the ionosphere or whatever?
