Dear Marcin Cleslak,

This is on point 2 of your message.

I think the reason why the document is classified "confidential" is
that it contain a candid analyis of the background issues that include
a discussion on administrative issues and chapter management issues.
These can not be disucssed any more openly than it is being done now.

In any project there are various levels of communication. The inner
circle's communication can be placed on the open for all to see. As it
requires a complete understanding of the overall situation to
understand certain issues, it is wise to keep certain issues at
Chapter Delegates ' level.

This is quite in confirmity with existing and prevalent norms of
Management and Administration.
