[Chapter-delegates] Promotional materials

Dear Anne,

A good, professionally prepared PDF in 4 - 6 pages to give a
preliminary introduction to ISOC and ISOC chapters is a good idea. The
PDF can also include links to the global member sign up page and can
also outline the simple process to join a chapter.

This PDF can be locally sent by electronic mail to institutions and
individuals who are target members.
