One should also note that the participation fee may be considered excessive
in some countries. E.g., in Sweden I know two experts who no longer for this
reason participate in the work of SIS TK445 (character sets, cultural
elements et al.), although one of them has been regularly doing consultancy
work in this field also for TK445 and ETSI HF and another one is active in
e.g. the work of the Unicode Consortium.
Overall, after having participated in the work of ISO/IEC JTC1 (primarily
SC2), CEN ISSS (primarily CDFG and CEN Workshops in addition to the late
TC304), the Unicode Consortium (primarily CLDRTC), and IETF (primarily
LTRU), I have quite some faith in the ability of these organizations to fix
problems as they arise (although I have negative experiences particularly
with JTC1/SC22/WG20 and SC35 which have been led down the garden path,
although mostly individuals instead of the IT industry).

Unfortunately, this is not so easy. The number of
Board members is restricted. In Slovenia it is 15!
The last three members signed a month before the
voting. Changing of the board members number requires
changing of some statute related documents ......
I would rather focus on the term PAS that in this
case was used or misused by ECMA and the document
was on voting on the highest possible state (DIS
international standard). If the document was
submitted regularly to the TC then all deficiencies
and mistakes could be worked out by real experts.
