"OECD Ministerial Meeting - The Future of the Internet Economy: Draft
Policy Framework"
In consultation with the chair, Rajnesh Singh, we have decided to
postpone the planned OECD meeting which was to be held alongside the
LA meeting in ICANN on Tuesday 30th October. The reason for the
postponement is that there has been a request to the OECD Secretary
General to profoundly re-structure core documents for the Ministerial
conference as a result of the recent discussions by Governmental
representatives at the ICCP meeting in Ottowa (4-5 October). It is
anticipated that the revised document will be re-circulated sometime
between the end of November to February. We apologise for the short
notice but we feel that given these rather fundamental changes, it
makes most sense to wait for the revised documents before actually
asking Chapters for their input either face to face or on a
conference call.
What follows is an update from myself and Matthew Shears on the ICCP
meeting. Please do not hesitate to contact me on or off list if you
have any queries or questions.

In the framework of the Preparation of the OECD Ministerial
conference, ISOC (Matthew Shears, Constance Bommelaer) attended the
OECD's ICCP meeting (4-5 October 2007). This closed meeting
constituted by governmental delegates, business and civil society's
representatives followed a Technology Foresight Forum on the
"Participative Web" (3 October 2007).
1/ The OECD Technology Foresight Forum on the Participative Web (open
forum)
The forum addressed new issues, focusing on the social and economic
benefits and barriers to development. The objective was to describe
the evolution of the Internet as an empowering tool for participation
and interaction, focusing on the social and economic benefits and
barriers to development. Panelists representing both private and
public sectors presented how the Internet is influenced by new
intelligent web services enabling users to contribute to developing,
rating, collaborating and distributing Internet content and
developing and customising Internet applications, driven by an
expanding broadband base and easy-to-use software to create and
distribute content.
Previous yearly OECD Technology Foresight Forums have dealt with
Radio-Frequency Based Identification Technologies (RFID) (2005) and
Next Generation Networks (2006). Full transcripts of the sessions

2/ The OECD Information, Computer and Communications Policy (ICCP)
committee (closed meeting)
Agenda of the Ministerial Conference: It was confirmed that agenda
(attached) will focus on "three Cs": Shaping policies for Creativity,
Convergence and Confidence in the Digital World.
Draft OECD Ministerial Declaration: referred to as the "Seoul
Declaration", this text will be adopted by the Ministers during a
closed meeting on the second day of the Conference.
TC's Forum (16 June 2008): The hosting country will provide all the
logistics (forum room, website for registrations, English/Korean
translation, etc.). The structure of the agenda should reflect the
key messages the TC wishes to stress within the three themes the
ministers will discuss the two following days. The final deliverable
should be a short declaration or a statement emphasising the areas of
importance to address the Future of the Internet in a global economy.
The declaration should also reaffirm the principles we believe to be
essential for the Internet's stability and growth such as its
openness and its decentralised nature. Note: The TC and the
Ministerial Conference are organized in conjunction with an official
side event, the World IT Show 2008 (17-20 June), organized by Korea.
This event should generate a very important traffic (the Korean
government is expecting 20,000 visitors). The TC's Forum will be
announced on the Ministerial's and on the World IT Show's sites.
Structure of the Ministerial Conference (17-18 June) and
participation of ISOC and the Technical Community: The Conference is
designed to include at certain stages of the agenda representatives
of the different stakeholders' groups (Business, Civil Society &
Technical Community).
PROVISIONAL structure of the meeting:
Day one morning session: Ministers' speeches, TC representatives
invited to attend only. At the end of the morning session (around
noon), a VIP representing the TC will make a short declaration
addressed to the ministers that will include a short summary of TC's
Forum held the day before. It has also been suggested that an
additional high-level common declaration be made with the Business
and the Civil Society's communities.
Day one afternoon session + Day two morning session: High-level
roundtables on Creativity, Convergence and Confidence with Member
States delegates and stakeholders representatives.
Day two afternoon session: Closed session for ministers only (TC
cannot attend) that will adopt the final Seoul Declaration.
Stakeholders representatives will participate in parallel thematic
sessions organized by the OECD SG and designed (tbc) to shape the
OECD's work line for the future. At the end of the day, ministers and
stakeholders meet for a wrap-up session.
