At the moment approximately 50% of ISOC Global members are associated 
with a Chapter.

The email is a first step aimed at ISOC Global members who at present 
are not affiliated with an ISOC chapter. Other communications that could 
also reach non-ISOC members are in consideration as next steps.

This is a good suggestion but let's do one step at a time. For now we 
would like to concentrate on reaching out to individuals that are not 
members of a chapter yet.
