Dear Colleages:

Thanks to those chapter delegates who have taken the time to comment on the
business rules.  It is good to see such a spirited and thoughtful discussion
taking place on the chapter delegates list.

A clarification regarding proposed itesm 1.1.

The statement that ISOC chapter members must also be members of ISOC global
actually is a re-statement of current ISOC policy as captured in: “Policy on
the Establishment and Conduct of Chapters of the Internet Society” Doc.
97-02 http://www.isoc.org/isoc/general/trustees/prcchp.shtml, item #6.)
(Board approved document).  That policy states that "all members of a
chapter shall also be members of ISOC."

Erkki has made an excellent point that individuals should be asked to make
an affirmative decision to join both ISOC Global and an ISOC Chapter.  Under
1.1, an individual wanting to join an ISOC chapter also would be required to
agree to become an ISOC global member.

As to the suggestion that an individual should have the opporutnity to
become an ISOC Global member by signing up through an ISOC chapter, that is
something we will consider during the membership system project (the current
ISOC Global membership system does not have this capability).

The rules I describe for Finland probably apply in many other countries,
too. It would be illegal to enroll anybody as a direct member of an
association without his or her specific request. The application may be a
joint one for two associations, but if such an application has not been
made, an association may not enroll its members into another one - even if
it ceases to operate (or in the case that its general assembly would make a
decision to do so). It may recommend, though, that its members join a named
other association and prenegotiate their approval.

As I´will not able to participate in the phone conference, I will 
participate with some comments here:

About
1.1 All members of an ISOC Chapter must also be members of ISOC Global.

I recomend that the afiliation to an ISOC Chapter automatically means the 
afiliation to the ISOC Global. Then maybe a better way to put this is:

1.1 All members of an ISOC Chapter ARE also members of ISOC Global.

In a simple way, all members of a chapter automatically becomes members of 
ISOC Global. No more requeriments and no double procedures requiered.

In this way the rule

2.1 An individual's renewal date for ISOC Chapter membership and ISOC Global

membership shall be the same.

Will be simple to implement because: If ends membership in a chapter then 
ends membership in ISOC Global.

EVEN if an individual choose be member of ISOC Global and apply: "1.2 An 
individual may be a member of ISOC Global and choose not to be a member of 
an ISOC Chapter", and if the individual choose LATER be member of an ISOC 
Chapter, he-she will be member of the choosed local chapter only until the 
membership in the ISOC Global ends. Later when renew membership only have to

do in local ISOC Chapter and automatically renews membership at ISOC Global 
and renewal date will be always the same.

In that situation rule 2.3 If an individual chooses to renew Chapter 
membership, it will be assumed that the member also is reaffirming ISOC 
Global membership.

Will be better: 2.3 Renew to Chapter membership, will reneew ISOC Global 
membership automatically.

About rule 2.5 An individual that does not reaffirm ISOC Global membership 
will result in that individual being changed to non-member status (only 
after the individual has been given several opportunities to reaffirm their 
membership through multiple reminders from ISOC Global and chapters). That 
individual should be similarly changed to non-member status for ISOC Chapter

membership.

If it say: 2.5 An individual that does not reaffirm ISOC Global membership 
nor ISOC chapter membership will result in that individual being changed to 
non-member status (only after the individual has been given several 
opportunities to reaffirm their membership through multiple reminders from 
ISOC Global and chapters).
