I think we need to write a formal list charter.

With a charter we can give formal and clear guidelines to list members about things we appreciate being posted to chapter-delegates and things we don't.

There is often traffic on the list which is well meaning, but in my view not useful.

A group, or even our delightful employee Ann, should, off list, set to drafting a charter and post it back for broader endorsement.

The charter should be included as the info file sent to all new members, and occasionally back to the list to remind people of what is on topic, and what is off topic.

I really enjoy being part of ISOC, and very much value the strong international contact and understanding it brings.

As such, the charter should highlight on list topics such as:
- techniques to promote your chapter
- joint submissions to international bodies
- policy development methods n a chapter
- fund raising methods for chapters
- recommendations for running chapters
etc

off topic (in my view) would be:
- 'me too' posts unless actually voting on something
- repeated congratulations to new chapters (this is tricky as we need to introduce ourselves and our chapters regularly)
- items of interest only to one chapter


Khaled, who is not alone in this type of thing (indeed I am sure I have been one also, most certainly I have caused it!), has just posted well wishes for what I presume is an obscure public holiday in one nation. 

I apologise in advance to Khaled for seeming to single him out here. Please accept that this is not personal towards Khaled.

We have some 92 active chapters, many of which representing separate geographic regions. That leaves us with the possibility of some 92x n public holidays. In addition, a number of us may observe astronomical events, of which at least 4 annually are very significant. 10 chapters only are in North America, and assuming only 5 are in the US (excluding Canada and Mexico) then that leaves some 5 that might observe that particular public holiday. Excuse me again if I have jumped to a conclusion here, as I have no idea when the US Thanksgiving Day is, how it is observed, or even who really observes it, just that it is sometime at the end of the year.

FYI - public holidays I care about are: Australia (aka Invasion) Day 26 Jan, Anzac Day 25 April, New Years (Federation) Day 1 Jan and I admire the Solstices and other astronomical events. I do not expect well wishes for them on this list, though I would encourage people to post descriptions of chapter events conducted to mark such things, particularly if they work well and act as examples to us all.
