[Chapter-delegates] ISOC Venezuela has reformed

Dear Ricardo,

On behalf of all the ISOC chapter delegates, I am very pleased to  
congratulate you on the successful rejuvenation of ISOC Venezuela.   
As you know, the chapter had not been active for some time and thanks  
to the combined efforts of yourself and those of your colleagues,  
Peter Cernik, Ricardo, Francisco J. Obispo, Rafael E. Oropeza, Marcos  
M. Condo, Roberto D. Matute and Sebastian Bellagamba it now has a new  
Executive Committee and new set of Bylaws.

We would like to thank all of you involved in this process and send  
our very best wishes for a successful chapter advancing the  
collective mission of ISOC.
