[Chapter-delegates] PICISOC site new look

Thanks Tony,

Well, I have used tikiwiki.org for the wiki.chapters.isoc.org. I 
developped a theme for it to look like ISOC. This is this theme that I 
have applied to PICISOC web site which uses tikiwiki. ISOC-Quebec has 
done the same as they too use tikiwiki.

Note, on picisoc web site, I have taken some liberties compared to the 
official ISOC theme...

I'm not sure if this theme can be applied to other CMS (Drupal, Joomla, 
xoops,...) but if you want it I can send it to you, this is a tar 
package that you unpack in your standard tikiwiki directory.
