A useful report on this topic was just released by the Pew Internet and
American Life Project.  They did a telephone survey with more than 6000
Americans in order to find out how Americans use and view technology.  The
report identified 9 different classes of users (from "Omnivore" to the
disconnected).  Details at

Dear Tony,

      The ICDL/ECDL is 'Computer' literacy standard whereas Omar has asked
for 'Internet' literacy indicator.

I assume that he is looking for some metrics to measure an Internet
Literacy.

I am interested to find a metrics for measuring 'network security
awareness' or 'computer security awareness' - I would like to measure the
security awareness (as an initial procedure, to find out areas/groups where
this awareness is low and thus where I should concentrate my work).

If any of you knows how to measure 'Internet literacy' or 'security
awareness' I would be very grateful for a hint.

The Australian Computer Society is a member of ISOC-AU and has participated
in developing an International Computer Driving Licence.  See:

The International Computer Driving Licence (ICDL) is a competency standard
endorsed by the Australian Computer Society. The ICDL is the standard for
computer literacy in over 140 countries.


The ICDL is designed for a person to 'drive' a computer with the same ease
as they might drive a car. Its aims are to:
      Raise the general level of competency in IT
      Improve productivity at work
      Reduce user support costs
      Enable employers to invest more efficiently in IT, and
      Ensure that best practice and quality issues are understood and
      implemented.


The ICDL is not a "training course" but rather a competency standard that
is acknowledged through testing. It is based on the successful European
Computer Driving Licence scheme (ECDL). The ICDL program is governed by the
ECDL Foundation in member countries including Australia and the USA.

Have anyone worked on developing indicators to measure Internet literacy?





Below are some indicators, but I'm wondering if someone has more on this
issue. You can answer me directly if you do not wish to post it on the

Some indicators (K. Mossberger et al, 2003):





1.         Can locate information on the www


2.         Searched for political information online


3.         Looked up information on government services online


4.         Searched/ applied for job online


5.         Taken a class/ learning online


6.         Used computer to do `homework´


7.         Used computer to find books in library without help
