[Chapter-delegates] Measuring On-line Skills and experience

Dear Tony,
The ICDL/ECDL is 'Computer' literacy standard whereas Omar has asked
for 'Internet' literacy indicator.
I assume that he is looking for some metrics to measure an Internet
Literacy.
I am interested to find a metrics for measuring 'network security awareness'
or 'computer security awareness' - I would like to measure the security
awareness (as an initial procedure, to find out areas/groups where this
awareness is low and thus where I should concentrate my work).
If any of you knows how to measure 'Internet literacy' or 'security
awareness' I would be very grateful for a hint.
