Omar
I think Scottish Enterprise here in Scotland may have done some thing around this as part of their annual Ebusiness survey. See
http://www.scottish-enterprise.com/sedotcom_home/services-to-business/e-business/e-business-your-industry/e-business-survey.htm
The contact at Scottish Enterprise should you wish to contact them is Russell Stevenson who I have copied in on this email
Best wishes
Polly

Subject: [Chapter-delegates] Measuring On-line Skills and experience
Dear All;
Have anyone worked on developing indicators to measure Internet literacy?
Below are some indicators, but I'm wondering if someone has more on this issue. You can answer me directly if you do not wish to post it on the list.
Some indicators (K. Mossberger et al, 2003):
1. Can locate information on the www
2. Searched for political information online
3. Looked up information on government services online
4. Searched/ applied for job online
5. Taken a class/ learning online
6. Used computer to do `homework΄
7. Used computer to find books in library without help
Much appreciated.
Regards.
