[Chapter-delegates] PILOT sub-domain delegation service

Carlos, Hans, Patrick and Frans,

Thank you for kindly volunteering. I  think 4 or 5 people to work on  
this will be sufficient should we go with isoc.org. I'd like to wait  
to hear additional feedback and discussion on this before we proceed.
