Vittorio,
Why would you think that I would have any desire to
legitimize a process that institutionalizes the
complete loss of ICANN Board-level representation for
the at-large?
>From the outset the public was promised representation
on half of ICANN's Board. Now we have no
representation whatsoever and you want me to sign onto
a process that will forever deny us any
representation?!!
Is this your concept of Internet governance -- denying
all voting rights to representatives of the public
interest so that paid lobbyists can continue their
unfettered control of the domain name system?
You want us to acquiesce to "participation" when
"representation" is our right?
Your ALAC has not fought for our representative
rights; it has not aggressively defended the
registrant interest. It is nothing more than a
pathetic bureaucracy that attempts to keep the public
as far away from direct contact with decision-makers
as possible.
Many of us have proposed better models, such as the
At-Large Supporting Organization (endorsed by ICANN's
own blue-ribbon ALSC panel) that would have returned
at-large representatives to the ICANN Board... but you
and your associates preferred to have no
representation for the at-large and saddled us with
this heinous alternative.
We don't want a NARALO that through an MOU formalizes
an acceptance of the total loss of representation. We
support the vision of the White Paper that called for
a balanced board:
"The Board of Directors for the new corporation should
be balanced to equitably represent the interests of IP
number registries, domain name registries, domain name
registrars, the technical community, Internet service
providers (ISPs), and Internet users (commercial,
not-for-profit, and individuals) from around the
world."
Your ALAC serves only to keep Internet users off of
this Board. I reject your concept in its entirety and
suggest to ISOC chapters that they instead join the
NCUC that at least works within a Supporting
Organization that has a process whereby directors may
be elected to ICANN's Board.
