Viviane Reding, la commissaire chargée des télécommunications, a plaidé, 
jeudi 29 mars à Bruxelles, pour l'instauration d'une séparation 
fonctionnelle entre les activités de services et de réseaux dans le 
secteur des télécommunications. [..]

I think ISOC and its European chapters should be involved in this 
debate. I have the feeling that this is a good step in the right 
direction, especially when you consider the net neutrality and user 
centric debate we have. Mobiles are bundled with proprietary services, 
therefore Internet uptake on these devices is not working, and when you 
get broadband in Europe you get bundled telephony and TV but on a 
controlled channel by the operator.
