[Chapter-delegates] Application to form a chapter in SUDAN

Hello everyone;

We the Internet Society of Palestine have worked with Mr. El Bashir before
and are very supported to their application. Internet is growing very much
in Sudan and a good ISOC chapter will help it even more.
