[Chapter-delegates] Application to form a chapter called ISOC Palapa in Indonesia

The following application for a new Chapter to be called ISOC Palapa
operating in Indonesia has been received. It is being sent to this
list for peer comment and review.
Please note that the chapter is not yet formed. Some of you may know
Irwan Effendi as he was previously involved with the ISOC Indonesia
chapter. So if there are people on this list that know Irwan and the
other individuals proposing to form the chapter, feedback is
especially welcomed either on or off list.
The period for comments is 2 weeks and the deadline is 30th March 2007.

Official Application for a Chapter of the Internet Society
A. Proposed name of the Chapter
We are hereby submitting an application to form a chapter with the name:
Internet Society - Palapa Chapter of Indonesia
B. Community of Interest the Chapter will to serve.
The community that this chapter will serve is the people who
communicate using Bahasa Indonesia, or (and) are particularly
interested in the development of communication society and technology
in Indonesia, and the utilization of such in the general developments
of the nation as a whole, under the context of not-for-profit.
C.Purpose and Scope of Chapter.
The primary purpose of this chapter is to formally and legally
establish the idea that communication is a principal human right, one
that should be treated in equality to other principal rights such as
the right to live, work, etc. The scope of the chapter's activity
will range from conducting seminars, workshops, trainings,
discussions and other type of community activities, to establishing
cooperation and lobbies with other organizations be it private or
public, and also conducting public campaigns in order to achieve its
primary purpose. In the technical side, this chapter will serve as a
home base for the encouragement of research and development,
especially in relation to open-state communication technologies (such
as the internet)
As the Internet Society has a long history of conducting developing
countries workshops and also experienced in the way of managing open-
state technologies, operating under the guidance and assistance of
Internet Society as a chapter would be beneficial for the effort, and
in turn the efforts of the chapter will be beneficial to Internet
Society as a whole, especially in term of far-reaching influence.

F. List of Requirements
The law in Indonesia required any organization be legally
incorporated if it is to be allowed to conduct any activities
involving the general public; otherwise it will only be allowed to
perform within a small contained environment such as one school or
one company.
The law also required that opening an extension (chapter) of a
foreign based organization must show the original (or legalized copy)
article of incorporation of the main organization; and one officer of
that organization must be present during the entire process of
incorporation; this of course, we know is not feasible. An
alternative of this is to establish and incorporate a local based
organization, and then establish the chapter as a form of long term
collaboration between the two organizations. We have established the
local organization and some activities already completed while some
other are well planned or underway. The name of this local
organization is Asosiasi Internet Indonesia (translated into
Indonesian Internet Association) and the founding members are the
ones listed in this application. Under this context, this means that
someone who wants to be the member of the chapter must be both a
member of Internet Society and the local organization. This condition
will need to be somehow explained in the Internet Society's
membership administration (the place where a member can choose to
join a chapter)
G. Additional Information
The majority of the present members of the local organization were in
fact members of the dissolved "Indonesian Chapter" and they have
actually been waiting for the replacement of the "lost chapter".
In addition, the current two projects being funded by ISOC have
fallen way behind schedule; partly because of "lost guidance" as the
people here is usually more motivated when they feel that there is
direct involvement from the donors (i.e. the presence of ISOC through
a chapter), so the new chapter will help a lot in morale boosting
department.
