[Chapter-delegates] Application to form a chapter in SUDAN

Hi,

I have also met Mohamed El Bashir several times at various industry 
meetings, including the AFTLD meeting in Tunisia.

Likewise, I hope that they make a good proposal and that chapter gets 
accepted.
