[Chapter-delegates] Update from ISOC Luxembourg on the preliminarydate/time slot for the Chapters Meeting in Puerto Rico

hi Sebastien,

 From all the suggestions, we thought June 27, from 12-2pm the best  
slot - we will provide food and refreshments. Eduardo and I have been  
working on the agenda and he will send out the draft agenda today as  
I will be off line travelling for the next 24 hours.
