[Chapter-delegates] ISOC joins the Stop Spam Alliance

Terry,

a number of ISOC members were very suspicious of the Stop Spam Alliance 
when it came up first. What are ISOC's terms of engagement, in a way that 
chapter delegates can propagate to members?
